Danish Experiences with setting up charging infrastructure with a special focus on Battery Swap Stations

The report compiled in the frame of E-Mobility NSR’s work package 5, aims to describe a new charging solution – “Battery Swapping” and, secondly, to create a roadmap for an establishment of Battery Swap Stations’ (BSS) network in the North Sea Region countries. In the publication, the process for swapping batteries as well as the setting up of the stations including connections with Smart Grid solutions is presented, with a special focus on the physical setting up of BSS’s.

By elaborating on the process of BSS establishment, concentrating especially on the legal side of this activity, a roadmap could be developed: beginning with location criteria, going through permissions needed and finishing with financial and legal support provided by public authorities. The report was written on the basis of a literature and Danish regulations review and interviews with key stakeholders. Extensive assistance was provided by Better Place Denmark, but also by the other interviewees: Dong Energy and the Danish municipalities of Randers, Rebild and Frederiskhavn.

The main outcome of this report is a roadmap for BSS implementation consisting of a description of BSS establishment process in Denmark accompanied with the following recommendations concerning changes in the Danish law required to smoothen the process of charging infrastructure implementation. Recommendations regarding regulations directly influencing charging infrastructure for EVs:

• Regulations enabling financial support of charging infrastructure should be in place. 

• Regulations regarding dealing with used batteries recycling/ utilization are needed. 

• Differentiation between municipal location criteria for charging points and fast charging points should be provided.

• Regulations taking into account aesthetics of Charging Points, Fast Charging Points and Battery Swap Stations should be made. 

• Financial and legal support of EVs and charging infrastructure should come together. 

Recommendations regarding regulations Indirectly influencing charging infrastructure for EVs:

• Standardization of plugs for EVs’ charging. 

• All forms of EVs purchase and use facilitation.

• Differentiation in regulations between incentives for so called “black” and “green” EVs. 

• Removal of legal barriers for the use of renewable energy sources
