International analysis: Stakeholder strategies for realization of electric vehicle recharging infrastructure

The E-Mobility NSR team at TU Delft has conducted an international analysis of current stakeholder strategies and agents involved in the set up of EV recharging infrastructure. The report shows how various stakeholders have approached the build-up of a public recharging infrastructure for electric vehicles. In the resulting report we describe the dynamics for each of the seven North Sea Region countries: which stakeholders have taken part in the realization of the infrastructure, what have they done and why have they done so? Differences between countries stem from national and regional ambitions regarding E-Mobility and subsequent policy measures, but also from the structure of the energy sector and prevalent electricity production methods.

In general, it is concluded that in the most ambitious countries enough momentum was created to trigger a wide variety of stakeholders to invest. Other countries have concentrated their efforts in regional networks in order to realize critical mass on a local level. These countries have created conditions for technological innovation and learning, but have not created the momentum needed to realize a nationwide recharging infrastructure.
